Determination of Quorum: A quorum was present.

Treasurer’s Report and Minutes of Previous Meeting: 
Motion by Walschburger, 2nd by Ashby to approve the Minutes and the Treasurer’s Report as printed.  Voice Vote.  Motion Carried.

Josh Hargrave – President HARCO Insurance Service
- HARCO Insurance Services has been in business since Josh’s father founded it in 1969.  Honesty has always been the foundation of the company.
- HPOPS has their Errors and Omissions Insurance with HARCO.
- This Insurance covers a broad program with many different elements.  
- Explanation and discussion of each article and coverage included in the Endorsement and Exclusion of the Errors and Omissions Insurance Policy.

President – Steve Rayne
- Board discussed the Errors and Omission Insurance for the HPROA and the premium payment options.    
- Motion by Ashby, 2nd by Beale to purchase the Endorsement and Exclusion of the Errors and Omission Insurance Policy from HARCO Insurance Service at a cost of $2,795 for one year effective immediately upon signing the contract.  Called Vote.  Motion Carried.

- HPROA gained 101 new members in 2018 and 150 new members in 2017.  We averaged 107 members at our monthly meetings.  Our Membership Chairman Roy McDonald and his committee contact every non-member retiree on the HPOPS list by mail, email or telephone.  It is difficult to maintain the goal of 1,800 members due to members’ deaths or failure to renew memberships in a timely manner. 
- The Budget Review Committee will meet this month to review HPROA financial records and report the findings at the March meeting.
- Board Members will refer any media request to the HPROA President.
- Beginning February 1, 2019 Retirees may only qualify at 11:00 a.m. Monday through Friday at the outdoor pistol range after filling out and sending in the qualification form. 

Detailed information is on the HPROA website and may be accessed by going to the left side of the screen, clicking on “Firearms Carry Renewal”. That will take you to the HPOU website.  Scroll down the HPOU website to “Handgun and Retired ID Renewal”, print the form, fill it out and mail it to the address on the form.  Range personnel will contact you when you have been approved to shoot.  It is advisable to call either Officer Cromwell or Officer Marshall at 832-394-2505 before going to the range as procedures can and do often change.
- Member Dorothy Edwards requested HPROA’s assistance in recommending to HPOPS they include a picture of the deceased officer to the obituary notice.  Rayne contacted HPOPS with the request and was told they would look into it.  Pictures are included on the HPROA website when possible.
- HPD recorded 2 million public contacts in 2018.  18 of those involved shootings, 273 were citizen complaints and 834 were internal complaints.  20 complaints were cleared with body cameras.
- HPD Chief Acevedo:
- Instituted an Educational Based Disciplinary course.  Officers taking the course may have an up to five (5) day disciplinary action removed. 
- Instituted a zero tolerance for any and all DWI arrest.
- Estimates hiring 120 officers over the estimated attrition rate in 2019.
- Issuing body cameras to all officers working night club extra jobs.  
- HPD is in the process of building a Tactical Village at the outdoor range scheduled for completion in December 2019.

Executive Director – Anthony Kivela
- The TMPA “Peace Officers’ Legal Defense Fund Plan” has been substantially revised on the HPROA website.  Definitions and specifics about what is covered have been further explained.  Reserve Officers’ status has been added.  
- Segal Consulting presented new information on changes to Other Post-Employment Benefits (OPEB) to the City.  A detailed synopsis was verbally given to the board and a hard copy will be emailed to each board member.  
- Earthman has requested that a pre-paid plan be added as a benefit to the existing “Immediate Need” funeral plan.  This will be tabled until the March board meeting
- Discussion on the Social Media Committee will be tabled until next month.  Kivela wrote an article for the Retired Badge asking anyone who is interested on serving on this committee to contact him.  Working on ways to provide more timely information to our members.  
- Surveying the board will be tabled until after the legislative session
- Kivela asked the board to private message him with any new ideas, areas for improvement, etc.
