BOARD MEETING MINUTES
AUGUST 8, 2019


Prayer and Pledge of Allegiance:  M. D. Beale

Present:   Aldridge, Ashby, Barnard, Beale, Gaines, Kivela, McDonald, Potell, Rayne, St. John, Toth, Walschburger
Absent:     Zoch

Parliamentarian – James Bollig 

Sergeant at Arms: Robert Crane 

Determination of Quorum: A quorum was present.

Treasurer’s Report and Minutes of Previous Meeting: 
Motion by Walschburger, 2nd by Potell to approve the Minutes and Treasurer’s Report as printed. Voice Vote.  Motion Carried.

President – Steve Rayne
*Ruth Ann Toups, Toups Law Firm, is an expert in elder law.  She will have a table at the business meeting and will donate $300 to the Election Day Luncheon.
*Thomas C. Jennings, HPOPS Candidate for the Active Trustee Position, asked to speak at the business meeting.
*Houston Police Credit Union Representative will attend the September business meeting with new signature cards.
*The TSA Narcotic K-9 Training Unit at Hobby Airport is always looking for volunteers to play the part of travelers carrying control substances.  Contact Steve Toth for more information.  Several of our members have participated and say it is a fun and interesting experience.
*Discussion about participating in the invitation by Captain Dave’s Sailing Angels Foundation in Kemah to provide retired law enforcement officers a unique no-cost therapeutic complimentary outing.  
*One member complained about the HPROA endorsing a candidate for the HPOPS Board of Trustees.  The HPROA and PAC vet each political candidate’s position and the affect on our membership before making any endorsements.  
*Researched cost of a professional audit with HPOPS.  Their full audits cost approximately $300,000 and partial audits between $60,000 to $80,000.


Executive Director – Anthony Kivela
*Board discussion about a comment received from a member regarding the HPROA election.  No action necessary.
*Suggestion received from a member that the HPROA co-sponsor a special information session to inform members regarding Social Security and Medicare issues.  The Board offered constructive comments on different approaches that could be utilized, and were favorable to a knowledgeable representative from the Social Security Administration handling the presentation.  The Board decided to study this further and tabled a decision.  
*Discussion on corporate PAC donations that were occasionally received but had to be returned to the donor due to State Ethics guidelines. The Board decided that the membership application form could be modified so donors contributing via corporate funds would be informed up-front that the donation would instead go to the Family Assistance Committee or Surviving Spouses Luncheon.
*Anthony Kivela and Jim Bollig were asked last month to modify and streamline the credit card process utilized in the HPROA business office.  In order to prevent a duplication of effort Bollig assumed this task himself and collaborated with the company that provides the payment gateway for our merchant account, as well as the current web hosting company.  He gave a short presentation on progress-to-date and will continue working on making this happen. The Board encouraged him to finalize the process, which is more work-intensive than originally thought.
*Discussion on making minor changes to the website membership application:  deleting the Social Security last four numbers requested (which was previously required by TMPA but no longer needed). Another change included simplifying the link presented to members when they apply or renew after four members were identified as having problems this past week with the application process.  Board acknowledgment.
*Associate Member Ruth-Ann Toups, an elder law attorney, donated $300.00 toward supporting the annual membership luncheon and she also donated a door prize.  This was added to a previous donation from Associate Member Stephanie Salcedo, Secure Your Legacy.
*There was an issue with a portion of the outer election ballot envelopes not being fully glued.  This came to light the day before the ballots were mailed out and it was too late to reprint the envelope. The printing vendor was informed, so that the company who provided the envelopes to that vendor would be notified of the issue.  Nevertheless, all the printing was handled properly as ordered in a satisfactory manner. No other action necessary.
*Cathy Buckles received the Family Assistance bronze plaques that were ordered. Jerry Marburger, the long-time vendor, donated nice looking felt presentation pouches for each plaque.  
*Discussion from Barnard about people using the HPROA office located in the HPOU building as a storage area.  This month a city council candidate was interviewed in the office and it looked extremely disorganized due to someone leaving storage bins and boxes.  Barnard will contact those using the office and ask that it not be used as a storage area but be kept organized and presentable.  
*McDonald - TMPA does not provide an attorney when a member is involved in a critical incident out of the state of Texas.  The member must obtain his own attorney and TMPA may reimburse for out of pocket expense.  Note:  The TMPA will provide an attorney via phone for out of state members.  
*McDonald – Texas Law Shield is hosting a “How To Survive An Active Shooter Incident” Monday, August 26, 2019 from 6:00-9:00 PM at the Joy Lutheran Church, 14450 Woodsen Park Drive, Houston 77044.  To register call Kathy Sommers, Joy Secretary, at 832-850-5070.
