Minutes of Previous Meeting:
Motion by E.J. Smith, 2nd by C.D. Arms to accept the minutes as printed.  Voice Vote.  Motion Carried.

HPOPS Chairman Terry Bratton –
Pension checks will continue to go out on time.  Pension fund has made adjustments due to the stock market.
Over 70 will continue to receive COLA payments.  Those over 55 will start receiving the COLA in 2021.  COLA set at 4%.
HPOPS has a dedicated on-line site to answer questions.
Bratton will attend the April Houston Reunion.
COPLINE is a hot line for police officers in crisis.  They need volunteers.  Volunteers must go through intensive training.  Very worthwhile volunteer opportunity for retirees.

Robyn Hardeway – Harris County Child Advocate Volunteer Recruitment and Retention Manager
Child Advocates is a private nonprofit organization that mobilizes court appointed advocate volunteers to break the cycle of child abuse.  Started in 1984 serving 18 children.  Since then Child Advocates have served more than 22,800 children.  
Child Advocates serve as the judge’s eyes and ears and speaks for abused and neglected children as they go through the legal process.  There are approximately 3,000 cases needing an advocate to make recommendations to the court.
To become a court appointed advocate you must register for orientation, attend orientation and attend the Advocacy University’s 30-hour training course. Advocacy University hold classes at various times in conjunction with on-line classes.  
As a volunteer you can become a Court Appointed Advocate, join Friends of Child Advocates, join Young Professionals for Children or Done in a Day activities.

The Grand Lodge of Texas, 30th Masonic District of Houston, is hosting a dinner for all First Responders on April 21, 2020 at 6:30pm. There will be a reenactment of the battle at San Jacinto Monument honoring all the Masons who fought. The dinner for all First Responders will be held at the Arabia Shrine Center, 10510 Harwin, Houston.

Tom Cunningham –
Texas Team Foundation is sponsoring an April Sound Car Show on Saturday, April 25, 2020 from 10:00 a.m. to 2:00p.m.  benefiting Veterans, Military and First Responders. April Sound Country Club, 1000 April Sound Blvd., Montgomery, Texas.
Texas Team Foundation is a 501c3 organization created in 2016 to assist Veterans, Military Servicemen and Servicewomen and all First Responder Families in times of misfortune or an unexpected need.  
Please join TTF to raise funds for local heroes and their families who have served and sacrificed so much for our safety.  All proceeds from the car show will go to TTF and stay within Texas.

HPOU said volunteers are needed to man a phone bank during the General Election supporting Mary Nan Huffman’s run for Harris County District Attorney.
Salvador Lopez is an independent insurance agent. He worked with HPROA members in the past and now represents 16 different insurance companies thus allowing a range of options regarding cost and coverage and the ability to switch to another insurance company if rates go up. We will watch the progress of the Coronavirus to see if it will affect our April meetings.

HPOPS Report:
The Pension System has been having extreme ups and downs due to marked volatility.  HPOPS will be holding non-scheduled board meeting when necessary in order to address any action that may be necessary.  A web blast will be posted by HPOPS and then placed on the HPROA website.
There have been 20 “Current Year-To-Date (CYTD) retirements in 2020.  This is a slight decrease from the 23 CYTD in 2019.  
There has been 93 “Fiscal Year-To-Date” 2020 retirements (FYTD 2020 = July 1, 2019 to June 30, 2020) compared to 83 FYTD 2019 retirements.  HPOPS has noted that the current number of retirements has reverted to previous long-term averages.

Update on Open Enrollment that is Monday, March 16 to Friday, April 3, 2020.   More information can be found on the HPROA website, as well on the City H.R. Department website.  There are many changes listed that will affect retirees.  
VILLAGE MEDICAL replaces Memorial Hermann Health Network in the Limited Network Plan effective May 1, 2020.
BLUE CROSS BLUE SHIELD absorbed DEARBORN LIFE. 
Online appointment scheduling is now available at the city H.R. Department at www.cityofhoustonbenefits.org at a date and time convenient to retirees.
The City had previously verbally informed retirees that they would be able to earn a discount on their Cigna (pre-Medicare) medical plan if they participate in the Wellness Program.  The amount of the discount has not been finalized, but the figure will be coming soon.  The City has advised retirees in writing that this will be effective for plan year 2020-2021 effective May 1, 2021.  More information will soon follow.  This is directly tied to a suggestion made to the City by the HPROA.

The costs of advertisements in the paper are $25 for business card size, $40 for one-fourth page, $75 for half page and $125 for full page.
The Police Week Memorial and Reception will be May 8, 2020 at the Houston Police Officers Union building.  Officer Louis Kuba was killed in the line of duty 52 years ago.  His sister will attend the Police Week Memorial service and is very interested in meeting her brother’s HPD Class #34 classmates.  

Membership Committee – Roy McDonald
The board approved 9 new members and 1 associate member. 
We have a total of 1,809 members as of March 10th.
Members may renew memberships with a credit card or make changes at any meeting.
We currently have 12 Safety Committee members.  There is a list on the back table for committee members to check in when attending a meeting.  

Website Committee – Jim Ashby
10,000 plus visits to the website.
Microsoft, IBM, IRS, etc. will not call on the telephone.  Hang up on these scammers.  Call Jim with any questions or help.
Contact Jim if you know anyone who would like to place an advertisement on the HPROA Website.  It is only $20 per month.

The Surviving Spouses Luncheon will be Tuesday, March 17, 2020 at the Houston Racquet Club. The Surviving Spouse and one guest are complementary.  HPROA members are welcome to attend.  The cost is $30 per person. Please contact Cathy at 713-802-2967.  Event cancelled due to Coronavirus.
The Houston Reunion will be Saturday, April 25, 2020 from 10am-2pm at the Houston Police Academy. Please remember the silent auction.  Reunion cancelled due to Coronavirus.

Legislative Committee Chairman / Consultant – Bill Elkin
The primaries of March 3rd are over and we await the general election in November.  There were many candidates for the state offices; some positions had 7 or 8 candidates.  One of the overwhelming aspects was the effort by the Democratic Party to unseat Republican office holders.  This will be evident in the November general election.
The break down of our friends in the Texas senate:

Jane Nelson ® has an Opponent
Pete Flores ® has an opponent (He flipped this seat and is a former law enforcement officer).

Dan Huberty – won election
Sarah Davis – has an opponent.  This race is going to be close, as the demographics have shifted from Republican to Democratic.
Other Harris county candidates either won with no opponents or have an opponent that stands no chance of defeating them.

Carless Elliott said there would be a Homicide Lunch at the Porch Swing Club immediately following this meeting.
