Prayer and Pledge of Allegiance:  Jim St.John

Present:   Aldridge, Ashby, Barnard, Beale, Kivela, McDonald, Rayne, St. John, Walschburger
Absent:      Potell, Toth, Zoch

Parliamentarian – James Bollig

Sergeant at Arms: Robert Crane (Absent)

Determination of Quorum: A quorum was present.

Treasurer’s Report and Minutes of Previous Meeting: 
Motion by Walschburger, 2nd by Ashby to approve the Minutes and the Treasurer’s Report as printed.  Voice Vote.  Motion Carried.

Josh Hargrave – President HARCO Insurance Service
HARCO Insurance Services has been in business since Josh’s father founded it in 1969.  Honesty has always been the foundation of the company.
HPOPS has their Errors and Omissions Insurance with HARCO.
This Insurance covers a broad program with many different elements.  
It is a defense against being sued over personal injury, sub-contractor error, loss of funds, employment practices and social gatherings.  It would also cover our Political Action Committee.
Lloyds of London is the carrier.  The annual premium would be $2,700 for one million dollars coverage per incident.  The association, board, committees, volunteers and anyone acting on behalf of the HPROA would be covered under this policy.  
The insurance company would handle all legal details should a lawsuit be filed. After the claim is settled there would be a $2,500 deductible /retention fee.

President – Steve Rayne
Retired HPD Officers are the only people (except cadets) who can qualify at the HPD range between January 1, 2019 and April 1, 2019. The ranges are being changed and updated to handle the new requirement for all active officer to qualify four (4) times yearly. Retirees can ONLY shoot the line at 11:00 am  Monday through Friday. The same forms must be submitted before being approved to shoot and range personnel will still contact you if you are approved to shoot. We still report to the same retiree office at the outdoor range -for now- however, we will probably shoot at the indoor range. Active Officers are being required to qualify wearing their body armor but, ”at this time” retirees are not required to do so.
The Burial Fund will hold the annual meeting following the business meeting.
2018 Budget Review discussion. The 2018 budget had a positive balance of $14,075.33 due to several budgeted expense.  
Discussion regarding the proposed 2019 Budget based on 1,850 membership.
? Motion by Aldridge, 2nd by Ashby to approve the 2019 HPROA Budget as presented.  Voice Vote.  Motion Carried.

Executive Director – Anthony Kivela
Thanked the Board for their support.
New email address:
Would like to send out a survey to all board members asking them to prioritize a number of additional projects.
116th Congress started their term.  Will monitor and report Federal legislation relative to the Windfall Elimination Provision and the Government Offset Provision.
Will develop a relationship with HPD with the intention of being able to provide informal feedback on any policy that could potentially impact retirees.  
There is a need for our organization to monitor social media, moderate it when necessary, and respond appropriately.  Discussion about forming a Social Media Committee in the near future.  
Ashby stated when something is put on the HPROA website it must be updated or removed.

Voice approval to purchase 200 HPROA sympathy cards from Pasadena Printing.   

Motion by Ashby, 2nd by Barnard to adjourn meeting at 9:40 a.m.
