Board Meeting Minutes
June 11, 2020

Prayer and Pledge of Allegiance:  Matt Potell

Absent:      Rayne          

 Parliamentarian – Bill Elkin

Determination of Quorum: A quorum was present. 

Treasurer’s Report and Minutes of Previous Meeting:

     Motion by Potell, 2nd by Beale to approve the Minutes and the Treasurer’s Report as printed.  Voice Vote.  Motion Carried.

 President – Bob Barnard

·         Board meeting held at 10:00am in the HPOU Board Room due to the Coronavirus social distance regulations. 

·         Discussion regarding a HPROA member soliciting non-approved funds from third party.

·         Headley did the HPROA presentation at member Carol Lynn’s graveside service.

·         A Member has been in two hospitals and rehab centers in the past year and was unable to renew her membership.  Recommended she be given a one (1) year complementary membership due to the circumstances.

Motion by Beale, 2nd by McDonald to approve a complementary one-year membership.   Voice Vote.  Motion Carried.

·         New Member applications received:

o  James DeMartin

o  Victor Midyett

·         Associate Member applications received:

o   Robert Berry – Sponsored by Fred Walschburger

o   Russell Raia  - Sponsored by Bob Barnard

Motion by McDonald, 2nd by Beale to approve the new member applications.  Voice Vote.  Motion Carried.

 Executive Director – Anthony Kivela

·         Web Manager Selection Process Update:

o  The two candidates were given assignments to provide an in-depth analysis of current website, not to be critical, but to provide snapshot of likes, dislikes and suggestions for individual links on the menu bar.o  Board asked to review website before board meeting, focusing on Home Page and   all left side menu-bar links.

o  Board received handouts to review each candidate’s response to each category and rate one against the other.

·         HPOPS Report

o Weekly scheduled crisis calls continue with HPOPS Pat Franey.  We have an excellent relationship with HPOPS and our pensions continue to be HPROA’s number one priority.

o  At the last board meeting Scheibe asked if HPOPS is doing anything about trying to move investments away from those with major China attachments.   Franey provided a thorough response:

                        A.   HPOPS have NO investments that are China-targeted.

                    B.   HPOPS have stock index funds, which have an allocation to emerging

        market and within the emerging market of China, so it is like a jigsaw puzzle.           

                                50% of our assets are in equities.  35% of that 50% is non-U.S.

                                         20% of that 35% is in the emerging market. 15% of the 20% is

                                         China, so only close to 1%

                              C.   Is there a fund you can buy without any Chinese company?  Example is

                                     HPOPS does not invest in China but they do in Australia…and Australia

                                invest in China.

o   HPOPS offered HPROA a large lot of their logo items.  Discussion and gratefully accepted.

o   HPOPS Board Meeting was rescheduled for June 18th, which is after our board meets. 

·         Donations:

o     5-5-20, From M/M Jerry Cannon Sr., to assist the HPROA.

o     5-5-20, From M/M Jerry Cannon Sr., as a memorial for Donnie Bonds.

o     5-5-20, From M/M Jerry Cannon Sr., as a memorial for Sal Gambino Sr.,

o     5-12-20, From Karla Baker, to honor her friendship with Thomas J. Smith while he is still living in a retirement facility in Austin.

o     5-12-20, Ms. Nelda Klawiter received a donation from two of her friends, Sharon Smith and Mekdes Kiffle, who wanted the donation to go to the HPROA in memory of her husband, Thomas Klawiter.

o     5-15-20, From Brenda F. Jordan in appreciation for masks that were received.

o     5-18-20, From Bobbie and Carolyn Foster “in memory of my best friend Nelson Foehner” and directed to the Family Assistance Committee.

o     5-19-20, From Darrin Straughan, president of James Coney Island, referred by his brother who is an HPD retiree, in memory of Jason Knox, to be used by the HPROA.

o     5-20-20, From Dale Nicholson to the Family Assistance Committee in loving memory of Thomas “Tom” Klawiter.

o     6-6-20, From Vernetta Walker in memory of Dot Smith.

o    Thank you letter from Margie Thomas for the masks that she received.

 ·         K of C Guidelines:

o   “The Knights of Columbus in no way represents, negotiates, sets pricing or influences the terms and conditions set forth by the North Side Columbus Club.

o   Restrictions on use of the “Knights” name on our announcements.  Should say “KC Hall”.

o   We budget $1,800.00 per year for the hall, thanks to deceased member Ed Brossman.  The entire hall rents for $2,600.00 per day.

·         Range Process:

o   Two members asked that we discuss with the Chief about getting the range opened to retirees (Issues: new one-year state qualification and legal status for out-of-state travel).  Discussion with Paul Cromwell.  Range is now open.

o   Retirees must have an appointment.  Must have two appointments to shoot the line twice if wishing to qualify with two weapons.

o   State and Federal License are good for one (1) year.

·         Pasadena Printingwill concentrate on their printing business and will no longer handle HPROA logo items.  They offered HPROA the in stock logo items at their cost.

Motion by Potell, 2nd by McDonald to purchase HPROA logo items from Pasadena Printing for a total price of $2,370.45.  Roll Call Vote.  Motion Carried.

·         Election Update – Bob Barnard:

o   Nominating Chairman Steve Benavides stated the following HPROA members signed up to run for the following positions:

o   Election Printing cost is $821.00 this year.  Cost last year was $739.00.

o   Election Ballots will be printed and mailed at the July meeting.

o   Election Chairman E. J. Smith’s Committee will count the returned ballots and announce the newly elected board the August meeting.

            Committee Reports:

o   Legislative Report – Bill Elkin:

§  Primary Runoff Election is Tuesday, July 14, 2020.  Don’t forget to go vote or mail in your early voting ballot.

o   Treasurer Report – Ed Aldridge

§  $ 249,715.46 in the bank.

o   PAC – Bob Barnard

§  Total PAC Fund Assets $98,316.53.  Contributions Received $3,475.  Administration expense $200.

o   Membership Committee – Roy McDonald

§  1,820 members as of June 10, 2020.  11 members reinstated and 4 dropped.  4 new regular members and 2 associate applications received. 

o   Family Assistance Committee:

§  Ron Headley requested Henry Chavez take his place on the committee.


Old Business:

·         The availability of PPE masks for our members was posted on the HPROA Website and in the Retired Badge.  Approximately 593 facemasks have been given out of the 4,000 we have on hand. 

·         The HPROA Last Roll Call Update:  The Webmaster is in the process of adding deaths of non-HPROA members (that he is able to obtain) to the website’s Last Roll Call. 

·         The Board approved pull-up banner has been received.

·         A/V Projector research will go to the new Web Manager.

·         Beale researched By-Laws.  No updates are necessary.

·         Further Old Business Updates for the future:

o Potell – Surviving Spouses Luncheon.

o Beale – Myra Draaven insurance available for retired members not on Medicare.

o Complimentary nametags for members.

o Pride-wear vendor.

o Type of donation article to be inserted in the Retired Badge.

o  BBB Elder Fraud guest speaker to be rescheduled.

o  Marketing committee or marketing associate for online and newspaper ads.

o  Health Benefits Advisory Committee up date.


New Business:

·         Zoch - Discussion of placing an insert in the election ballot.  The insert would ask if the member would like to receive the Retired Badge on-line, in the mail or both.  Members would return the questionnaire with their ballot.

·         Scheibe – Suggestion to incorporate automatic renewal into the renewal and new membership application process.  Discussion.


Good and Welfare:

·         Hand sanitizer and facemask will be provided at the next open meeting. 


   Motion by Potell, 2nd by Zoch to adjourn the meeting at 12:05pm. Voice Vote.  Motion Carried.
