Patsy A. Richard A member of the HPROA, passed away on Friday, August 12, 2016, at the age of 77. She joined the Houston Police Department on May 30, 1966, Academy Class #33. During her career with the Houston Police Department, she was assigned to the Juvenile Division and Major Offenders Division. Sgt. Richard retired on March 9, 1988.
