Carl R. Owens A member of the HPROA passed away on Wednesday, November 16, 2016, at the age of 80. He was a Veteran of the U.S. Army. He joined the Houston Police Department on May 20, 1963, Academy Class #28. During his career with the Houston Police Department he was assigned to the Emergency Communications Division and the Special Operations Division, retiring on February 9, 1989. Sgt. Owens is survived by his wife Linda N. Owens.
