Harold J. Skaggs,Retired Senior Police Officer, passed away on Wednesday, March 13, 2019, at the age of 76. He is survived by his wife, Maria Skaggs. He is a Veteran of the U.S. Army. He joined the Houston Police Department on March 31, 1975, Academy Class #69. During his career with the department, he was assigned to the Northeast, Central, and South Central Divisions, retiring on August 26, 2006.
