Board Meeting Minutes

Determination of Quorum: A quorum was present.

Treasurer’s Report and Minutes of Previous Meeting: 
Motion by Potell, 2nd by Aldridge to approve the Minutes and the Treasurer’s Report as printed.  Voice Vote.  Motion Carried.

Board meeting held via Tele-Conference call due to Coronavirus social distance regulations.
Abbie Kamin, District C Councilmember, contacted HPROA to offer assistance to any HPROA member needing help.   Her office is open 24/7, phone 832-856-2058.
The membership of a long-time active member of HPROA expired while he was in hospice care.  Discussion.
Motion by Potell, 2nd by Aldridge to approve him as a current member in the HPROA.  Voice Vote.  Motion Carried.  
Webmaster Jim Ashby resignation to be effective August 13, 2020.  Discussion regarding Web Manager application, job description and qualification process.
Motion by Potell, 2nd by Aldridge to accept the resignation of the current HPROA Webmaster effective August 13, 2020 and to post the HPROA Webmaster job description on the Website.  Applications must be received before April 30, 2020.    Roll Call Vote.  Motion Carried.

HPOPS Report
Retention of the pension benefits earned by our members continues to be the primary goal of the HPROA, and a related goal is passing along any pension information to our members. The HPROA has scheduled a weekly call with HPOPS in order to obtain any pension information that needs to be passed along during this time of market volatility.
HPOPS has reported the following during this period of market uncertainty:
All of the monthly benefit checks have been sent out The PROP distributions went out, everybody who wanted one received theirs
The COLA’s went out as scheduled
The DROP rate isn’t changing
Any member can call HPOPS, and someone will answer the phone.
There has been no notable increase in retirements
There has been a slight increase in Fiscal Year To Date (FYTD) 2020 retirements:  93 this year compared to 85 in FYTD 2019
There has been a slight increase in Cumulative Year To Date (CYTD) 2020 retirements: 42 this CYTD compared to 40 in CYTD 2019.  Putting this in perspective, there were 128 in CYTD 2017.
The total fund balance as of April 7, 2020 was $5.155 billion.
There is an article on the HPOPS website regarding scammers and hackers.  It is recommended that members check the activity in each of their on-line accounts, and update or change your passwords on any financial site.  Visit the HPOPS website under the “News” tab for specifics.
Due to COVID-19, HPOPS has temporarily changed its office visiting procedures, and there may be future changes.  Members should check the HPOPS website in order to see the latest changes.  If a member believes that an onsite HPOPS business office visit is necessary, the website instructions should be first reviewed.  They are found on the HPOPS website’s “News” tab. 
Long ago a decision was made to publish only HPROA members’ deaths on the HPROA Website “Last Roll Call” page. Discussion.  All HPD officers’ death information will be hereafter included on the website’s “Last Roll Call” page, regardless of whether they were a HPROA member.  The presentation of brass plaques by the FAC and flowers delivered to the service will continue to be reserved only for HPROA members.  The webmaster will obtain the information on non-members who have been previously left off of the Last Roll Call webpage and add that information to the website. 
Motion by Potell, 2nd by Aldridge to include all Houston Police Officers’ death information on the HPROA Website’s “Last Roll Call” page regardless of whether they were a HPROA member.  The presentation of the brass HPROA plaques and flowers delivered to the service will continue to be reserved for HPROA members.  Roll Call Vote.  Motion Carried.

The Webmaster / Web Manager job duties and qualifications were discussed, and are now ready to be published on the website.  Further details and the process for applying can be found on the website. The successful applicant will need to sign a work agreement, and one of the provisions will be that whoever holds this specific position cannot serve as an active board member.  This position reports directly to the Executive Director and is also responsible to the Board of Directors.  The Board will make the final hiring decision.
The vendors who sponsored tables at the Houston reunion (which was cancelled) have agreed to instead sponsor tables at the annual August monthly meeting.

New Business:
A sympathy card is mailed to the survivors of deceased HPROA members and HPD Officers.  The Board approved including a letter on HPROA letterhead listing the HPOPS, HPOU, HPCU, FAC and City contact information the survivors may need.
