Charles E. Smith A member of the HPROA, and Retired Captain of police passed away on Tuesday, June 12, 2018, at the age of 83. He is survived by his wife, Dot Smith. He joined the Houston Police Department on September 8, 1958, Academy Class #19. Captain Smith retired on January 4, 1980.
