U.S. Congressman Dan Crenshaw, who represents Texas 2nd House of Representatives District since 2019, will attend the business meeting today.
Fredericksburg Reunion was very successful thanks to Lamar and Dee Kimble, Matt and Rosalie Potell and all the volunteers. A clock was presented to Steve Rayne in recognition of his 10 years of service as President of the HPROA. A gift certificate was given to Vicki Rayne for her work and support during those 10 years.
Went to the Police Credit Union and moved some funds from the saving account into a Certificate of Deposit with a 2.2% interest rate. The CD will earn approximately $1,500 annually.
James Bollig resigned as Parliamentarian. It was recommended Bill Elkin, who is well versed in Robert’s Rules of Order, be appointed as the new Parliamentarian.
Motion by Zoch, 2nd by Rayne to appoint Bill Elkin as the new Parliamentarian. Voice Vote. Motion Carried.
Director Position #5 was vacated by Bob Barnard when he was elected President. It was Barnard’s recommendation that Shelly Scheibe be appointed to fill the vacant #5 Board Position.
Motion by Toth, 2nd by Potell to nominate Shelly Scheibe to fill the unfinished portion of Board of Directors Position #5. Voice Vote. Motion Carried.
Directors Shelly Scheibe, Position #5, and Nelson Zoch, Position #4 were sworn in.
Members Jerry Cannon and Brad Piel attended the Hill Country Reunion in Fredericksburg and volunteered to be the HPROA representatives in that area in the event an officer or his family needs assistance or information.
Veterans Day is November 11th. Steve Benavidez would like to recognize all Veterans at the November business meeting. Discussion.
Executive Director – Anthony Kivela
Based on a decision made by the Board, the new on-line associate application became available and was announced at the Fredericksburg Reunion. Previously, the application had to be hand-submitted with signatures, but a signature is now only required for the mailed-in application. The business office will contact the sponsor to verify that the applying member has a valid sponsor and make a notation on the application.
The Mayor is forming a new committee on “Other Post-Employment Benefits”(OPEB), which will include representatives from the Mayor’s office, Finance Department Comptroller’s Office, and a retiree from one department. The HPROA has asked that they have a place on the committee since we have taken an extremely active and involved role in OPEB.
A new link for Firearm’s Qualification and Lost or Stolen HPD Identification cards has been placed on the website. This occurred after collaboration with the Firearms Range, HPD Employee Services Division, and the HPOU. The new link is much more user-friendly compared to the former link.
Board members were made aware of a new U.S. House Bill (H.B. 4527), which provides an option for First Responders age 50 to 64 who are separated from service due to retirement or disability to buy into Medicare. Tabled due to the text of the bill not yet being published by the Government.
A phishing theft was attempted on the HPROA, specifically on three Board Members who were personally contacted by a thief who attempted to embezzle funds. No monies were lost and precautions to prevent this in the future were discussed with the Board.
Old Business –
Captain Dave’s Sailing Angels Foundation based in Clear Lake has offered to take from 5 to 150 retirees and families on a complementary outing. More information will be forthcoming.
Retiree’s $5,000 and $10,000 City of Houston Life Insurance policies may be increased to $15,000. Contact City Human Resources before the end of October if you are interested.

Potell - $3,300 was budgeted for the Fredericksburg Reunion. The actual cost was $3,178. The contract was signed for the October 17, 2020 reunion at the Lady Bird Park Pavilion in Fredericksburg.
Board Members appreciated receiving a meeting agenda prior to monthly meetings.
Potell – Host is needed for the Hill Country Fredericksburg Reunion in 2020. Lamar and Dee Kimble have decided to retire after 18 years of hosting the reunion.
Zoch – Police Week Memorial and Reception will start at 5:00 PM Friday, October 18, 2019 at the HPOU Building. The HPD Honor Guard, HPOU and HPROA host the service and reception jointly. Everyone is welcome and encouraged to attend. Lt. Governor Dan Patrick will attend the Police Week Memorial Service.
St. John – Working on putting a welcome packet together for visitors attending our meetings.
